Higher Education Minister Noraini Ahmad announced that university classes would resume in stages from October 15. She said only fully vaccinated students and staff would be allowed inside the premises. According to the minister, classes would start in all the educational institutes in all states, regardless of their Phase under the National Recovery Plan.

In a virtual press conference, she said that decision has been approved by the National Security Council after considering the safety and well-being of the students.
All university students would be required to obtain a police permit or an offer letter from their respective institutes to travel. Meanwhile, those students and staff travelling in Sabah, Sarawak, and Labuan are expected to follow the standard operating procedures and rules set by the state government.
She further added a 20 per cent discount will be provided to local students enrolling in public universities for the 2021/2022 session under the MoHE Prihatin initiative and principles of Keluarga Malaysia programme. The value of the initiative is RM175 million.
